The problem

HR is the only function expected to know the law it is judged against.

Nobody asks the finance team to interpret a statute on the spot. HR gets a manager in the doorway saying “we have cause” and has about a minute to work out whether that is true, what it costs if it is not, and which of four regimes are already running.

The mistakes are not exotic. They are the same handful, made repeatedly, by capable people under time pressure: a termination clause nobody re-read, an attendance trigger calculated on the wrong total, an accommodation nobody wrote down, a policy that stopped being enforceable years ago and nobody noticed.

Training that stops at awareness

Most HR training tells you the duty to accommodate exists. It does not tell you that you can lose on process alone — that an employer who never seriously canvassed the options can be found in breach even where nothing would have worked.

A designation somebody else grants

The route to a professional designation is a set of requirements satisfied separately, and the binding one is rarely the visible one. Candidates prepare hard for the examination while an unmet requirement quietly holds everything up.

Evidence assembled far too late

Senior designations assess the work you have actually done. Almost everyone reconstructs that from memory at the moment they apply — by which point the detail that carries it is gone, and the files belonged to an employer you have left.

Thirty seconds

Two questions that get asked as one.

A manager tells you there is cause. Before anyone books a meeting, there are two separate questions — and most of the money in Ontario termination practice sits in the gap between them.

A long-service manager slaps a colleague on the backside in front of the team. It is not repeated, it is not premeditated, and he says immediately that it was meant as a joke in a workplace where a lot of physical horseplay had been tolerated. The investigation is complete and he has had a full opportunity to respond.

1 · Is there just cause at common law?

Assessed contextually and proportionately: is this conduct, by this employee, in this role, irreconcilable with continued employment?

2 · Is he disentitled to his statutory termination pay?

A different and narrower test: was the conduct wilful — deliberate, done knowing it was wrong?

Runs in a browser. No installation and no server: your work stays in the browser it was made in — which is also why the portfolio ships with export and import on day one rather than as a later enhancement.

The evidence for a senior designation is made years before anyone asks for it. Usually by someone not keeping any.

Nobody documents an accommodation because they might one day describe it in an application. They document it because it was hard and they handled it, and the detail that proves so is gone within a year — along with access to the file, once you have changed employer.

Why it holds up

Sorted by the kind of thinking, not the size of the bank.

Most examination preparation counts questions. That measures the seller’s effort, not your readiness — a thousand recall questions will not build judgment, and judgment is what the work is actually made of. So every one of the 89 questions here is tagged by what it asks of you, and the results come back the same way.

This is also the honest limit of any preparation tool, stated plainly: nothing here predicts what an examination contains, and nothing here tells you that you are ready to sit one. What it can do is show you which kind of thinking is letting you down while there is still time to work on it.

  • Every question is original

    Written for this program against the published subject areas. None of it is recalled examination content — that material is confidential and protected, and a provider willing to traffic in it is telling you what it thinks of the profession.

  • The three types are never pooled into one score

    Readiness is reported per type, because recall work and judgment work are not interchangeable and a single percentage hides exactly the gap you need to see. Someone at 90% on recall and 60% on judgment does not have a 75% problem.

  • A practice set is drawn across areas, not down one

    A practice set of 24 questions rotates through the subject areas in turn rather than sampling at random, so it cannot quietly hand you four questions from your strongest area and none from your weakest.

  • An abandoned attempt counts for nothing

    Walk away from a set half-finished and it does not enter your readiness view. A record that flatters you by forgetting the attempts that went badly is worse than no record.

The difficulty is rarely knowing the concept — it is recognising which concept the situation is about.
Judgment
Several defensible options and one best answer. This is what the work is actually like, and drilling does not build it.

Three figures, deliberately not a total. Adding them would produce the single number this section exists to argue against.

Where the line is

HRPA grants the designations. This prepares you to pursue one.

That distinction is not a disclaimer at the bottom of a page. It is built into the product — into what the certificate says, what the levels are called, and which tracks the capstone will not examine.

No rank is a protected title

The progression names jobs — HR Coordinator, HR Business Partner, Director of Labour Relations. A level called “CHRL” would tell a learner this product had conferred one.

The capstone excludes the designation tracks

It examines eight of the twelve tracks and deliberately omits the four in the Designations pillar. A certificate about designation-preparation content would be a credential about a credential.

The certificate says what it is not

“Not a professional designation, and not granted by, affiliated with or endorsed by any regulatory body” — in the body and the footer, because a certificate is the artefact someone shows an employer.

Volatile figures are kept out

Required years, CPD hours, examination lengths and pass marks describe someone else’s process and change without notice. The curriculum teaches the structure and points you at the source for the numbers.

HR IQ is independent of HRPA and of every other regulator. Confirm every requirement against HRPA’s own current published information — including anything you read here.

Who built it

Built by someone who does the work, not by a course mill.

HR IQ was built by the practitioner behind Labour Matrix, Labour IQ, LTC IQ, RH IQ, and Hospital IQ — someone who runs labour relations for an Ontario operator and builds the systems that record employment decisions in a form that survives scrutiny. The examples are the ones that actually cost money: the termination clause that voided itself, the accommodation that was never written down, the investigation that started three weeks late.

It is Ontario-anchored and deliberately specific. It names the instrument — the Employment Standards Act, 2000, the Human Rights Code, the Occupational Health and Safety Act — and does not cite pinpoint section numbers, which change with amendments and date the content. Volatile figures are kept out for the same reason. The reader is an HR generalist with a decision to make this afternoon, not a lawyer at a desk.

What this is not

HR IQ is training, not legal advice. It does not replace your employment counsel, and it will not tell you whether you have cause in the matter on your desk today. What it does is make you better at seeing which question you are actually facing — and at not creating the problem in the first place.

Including the ones where the honest answer is some form of “no”. Those are here on purpose — you would find them out in the first conversation anyway, and it is cheaper for both of us if you find them out now.

Does completing this count toward a CHRP or CHRL?
No. HRPA grants those designations and decides what satisfies its requirements — nothing bought here changes that, and any provider telling you otherwise is selling you something it does not control. What this does is prepare you to pursue one: the subject matter, original practice questions, and the tools to assemble an application that reflects work you actually did.
I am not pursuing a designation. Is this still for me?
Yes, and it is most of the program. Eight of the 12tracks are the practice of HR and the Ontario law it runs on — the function, employment law, hiring and development, total rewards, labour relations, the business of HR, organizational craft, and leading the department. The designation material is a separate pillar you can ignore entirely. The product is built that way rather than marketed that way: the capstone deliberately examines only those eight tracks.
Are the practice questions real examination items?
No, and that is deliberate. All 89were written for this program against the published subject areas. Actual examination content is confidential and protected, and a provider willing to traffic in it is telling you what it thinks of the profession you are trying to join. It is also useless preparation — memorising items you may never see is the opposite of building judgment.
Can I see who on my team completed what?
No. There is no backend and no account server; progress lives in each person’s own browser, so there is nowhere for a central roster to read from. Individuals can produce their own completion record and send it to you. If cross-team reporting is what you actually need, say so in the form — it is a real product decision and not something to pretend is already there.
Where does my work go? Does anything leave my device?
Your work does not. Everything — progress, portfolio entries, the CPD log, practice results — is stored by your own browser, and there is no server to send it to. The honest caveat: the page loads Bootstrap, its icons, the PDF and QR libraries, and its fonts from public CDNs, so those providers see a request when you open it. No learner data is in those requests. Because the storage is per browser, the portfolio ships with export and import from day one — clearing your browser data would otherwise take the portfolio with it.
What do I need to run it?
A browser, and one requirement worth knowing before you deploy it: serve it over HTTPS. HR IQ hashes passwords using the browser’s own cryptography, and browsers switch that off on a plain http:// address — so on one, nobody can sign in. Opening the files directly, or from a mapped network drive, is fine; so is anything on https:// or localhost. It is a one-line answer for whoever runs your web server, and HR IQ tells you plainly on the sign-in page if it is on the wrong kind of address rather than just failing.
Is this only for Ontario?
Yes, and it says so rather than pretending to be national. The content is anchored to the Employment Standards Act, 2000, the Human Rights Code and the Occupational Health and Safety Act, and the designations it prepares you for are HRPA’s, which is an Ontario body. Elsewhere in Canada the designation is the CPHR and the statutes differ. A course that is vague about jurisdiction is vague because being specific would expose that it is not written for yours.
Who checked the content?
It is written by a practitioner who does this work in Ontario, and the legal content names instruments rather than citing section numbers, which change with amendments. What it has not yet had is external subject-matter review of the designation-pathway material and the case library — those carry verification flags in the product, to be checked against HRPA’s current published requirements before the material trains anyone. That is an open item, and you should know it before you buy rather than after.
What does it cost?
There is no list price yet, because the sensible answer differs by an order of magnitude between one practitioner working toward a designation and an HR function putting a team through it. What moves it: how many people, whether you want the designation pillar at all, and whether you need anything that does not exist yet — cross-team reporting being the usual one.
